Re-Engineering the Hospital: Taking a Systems Approach

Dennis Weaver, M.D., MBA, is the Executive Vice President and Chief Medical Officer (“CMO”) of Advisory Board and Advisory Board Solutions. Dr. Weaver leads an enterprise-wide team focused on the strategy, development and operations for accountable payment models, population health management and Accountable Care Organizations (“ACOs”). In his work with Advisory Board Solutions, Dr. Weaver provides customized, holistic, transformational solutions focused on large-scale return on investment for our health system partners.

Dr. Weaver works with hospitals, health systems, payers, governments and employers to improve the quality, patient experience and cost effectiveness of healthcare. His specific areas of expertise include development of value-based care models, negotiating accountable payment terms and leveraging innovative technology solutions. In this role, he is responsible for redesigning a method of care delivery centered around novel care management systems with a goal of improved population health, strong primary care relationships, regional information technology (“IT”) connectivity and financial sustainability. He has designed a broad range of strategies to create and promote use of best practice clinical guidelines and to reduce inappropriate variation in healthcare delivery.

Most notably, Dr. Weaver managed one of the largest medical home transformations in the country – the Adirondack Regional Medical Home Pilot in New York – resulting in a clinically integrated ACO of five hospital systems, 33 primary care practices, 224 primary care providers, and nine commercial and government payers, including Medicare and Medicaid. As a result, Adirondack ACO LLC provides greater quality, lower cost, and enhanced patient experience and was approved as a Medicare Shared Savings Program for 2014.

In addition, Dr. Weaver led Advisory Board’s team through a progressive partnership with the State of Rhode Island to provide technical assistance to the Office of the Lieutenant Governor to execute the design, application and research supporting the State Innovation Model Initiative, a project for the Center for Medicare and Medicaid Innovation (“CMMI”), leading to the creation of the State Healthcare Innovation Plan and State Innovation Model Test Proposal, which will be submitted for approval to CMMI to continue to strategically advance the state’s health system policy goals.

Prior to joining Advisory Board, Dr. Weaver was the CEO and Founder of EastPoint Health LLC, an organization specializing in healthcare strategy with a particular interest in enhanced primary care, care management and IT solutions. Previously, Dr. Weaver was the CMO for BearingPoint.

Dr. Weaver is a Certified Physician Executive, Diplomat of the American Board of Medical Management, Diplomat of the American Board of Obstetrics and Gynecology, a Member of the American College of Physician Executives, and a Fellow of the American College of Obstetricians and Gynecologists. Dr. Weaver has received numerous awards and honors for his work in clinical medicine, medical management and technology integration. Dr. Weaver received his Doctor of Medicine from the University of Iowa College of Medicine, and completed his residency in obstetrics and gynecology at Wilford Hall Medical Center in San Antonio, Texas. Dr. Weaver earned his Master of Business Administration at the Olin School of Business, Washington University in St. Louis, Missouri, and is a Distinguished Graduate from the U.S. Air Force Academy. He also trained in Flight Surgery at the Air Force School of Aerospace Medicine.
